Application Process

All CHIP/Children’s Medicaid applications - whether new or renewal, whether mailed, faxed, or dropped off at an HHSC eligibility office- are collected at the Document Processing Center in Midland. There the applications and accompanying documents are scanned and data is entered into the system. Applications are screened for Children’s Medicaid and those that appear to be Medicaid-eligible are sent to HHSC offices in Austin for processing and determination. All other applications are processed by a private vendor, Maximus, whose staff members determine the family’s eligiblity for CHIP.

The file date is the date HHSC or its private vendor, Maximus, first receives an application that contains, at a minimum, the applicant’s name, address, and signature. HHSC/Maximus has up to 45 days from the file date of an application to complete the eligibility process and render a decision.
